THE BULA TEAM
Laura Carpenter is a third-generation pharmacist and nationally recognized advisor on healthcare regulatory law. Her background as a registered pharmacist and entrepreneur software developer, combined with her experience in pharmacy law, uniquely qualifies her to work assist clients and was the impetus for starting Bula.
Today, customers range from international corporations to small businesses and individual healthcare practitioners. She has published and/or presented more than 100 articles on topics related to pharmacy law and regulatory compliance.
Ms. Carpenter is a member of the Board of the APhA Foundation and a past president of the American Society for Pharmacy Law. She has served on multiple committees for the American Pharmacist Association. She has been recognized with the Martindale Hubbell AV® Pre-eminent Peer Review Rating, and as a U.S. News & World Report Best Lawyers in America: Healthcare. She is also the recipient of the Phoenix Business JournalOutstanding Woman in Business Award and the Arizona Pharmacy Alliance Pharmacy Appreciation Award. She holds a Bachelor of Science in Pharmacy from Ohio State University and earned her Juris Doctorate from Ohio State a few years later. She holds a Master of Laws degree in Biotechnology and Genomics from Arizona State University.
Ms. Carpenter and her husband Brian are proud “pet parents” to four cats. Avid travelers, they enjoy experiencing other cultures and the intricacies of life in the U.S. and abroad.
“I see how hard it is for people to keep up with the crazy fast pace of their jobs,” she says. “ My goal at Bula is to make their jobs easier so they can spend time doing more ‘exciting’ work and still get home to the people they love.”
Nancy Grimm is responsible for helping pharmacists and pharmacies across the nation anticipate and navigate changes in pharmacy related regulation and compliance and to manage compliance risks. She is the former Executive Director for Maryland’s Department of Health and Mental Hygiene’s Office of Health Care Quality, where she was responsible for the direction of the agency’s regulatory and licensing activities for over 13,0000 health care institutions throughout the State of Maryland.
Ms. Grimm has an extensive background in clinical nursing and nursing administration in addition to having her law degree. Her background includes health care legal affairs and risk management, including health care compliance and regulation. She received her Bachelor of Science Degree in Nursing from the University of Notre Dame of Maryland and her law degree from the University of Baltimore School of Law. Prior to moving to Arizona in June 2016, she maintained a private legal practice in Maryland. Ms. Grimm remains active in many professional organizations and is the recipient of numerous recognitions and awards for her health care and legal activities. She has recently moved from Maryland to Phoenix, AZ with her husband, Bill, who is a practicing pharmacist with the Veterans Administration.
In her spare time, Ms. Grimm is an avid runner who enjoys travel and visiting her daughter, Emily, a Mental Health Nurse Practitioner in Ohio.

Kellie Manders joined Bula following a position with the Public Health Law and Policy Program, part of The Network for Public Health Law. She is a graduate of the University of Colorado, holding bachelor’s degrees in Psychology and Sociology. She received her Juris Doctorate from the Sandra Day O’Connor College of Law at Arizona State University with certificates from the Center of Law, Science, and Innovation - Health Law and Genomics and Biotechnology Law.
During her time at Bula, Ms. Manders has worked in various capacities, including module research, legislative tracking, drafting policies and procedures, licensing, customer service, internal and external training and mock compliance auditing.
She is a contributor to numerous articles for health and legal journals on various issues in health law and has served with Phoenix Children’s Hospital Office of General Counsel, where among other duties, she helped develop training programs to educate staff on various health law issues.
Ms. Manders is an ardent NFL fan who enjoys spending time with her husband and their dog, cooking (but not baking since it involves following recipes), time out doors, and working out. She also enjoys reading, brain puzzles and logic games, and indulging in occasional “guilty pleasure” TV time with favorites Game of Thrones and Grey’s Anatomy.
“I do what I do here at Bula because of two things: 1) there is nothing better than finding the answer to a question; and 2) I enjoy empowering our clients,” she says. “I see our clients’ issues and questions as a puzzle and the statutes and regulations as the puzzle pieces. Through research I am able to locate the statutes and regulations that answer their questions – putting the puzzle pieces together. Empowering clients to run their business and avoid compliance issues is the most rewarding part of the job!”
Melissa Hornberg specializes in the tracking and analysis of pharmacy related legislation, regulations and policies. Her knowledge in the areas of legislative and regulatory intelligence and current legal trends and development are very extensive.
Ms. Hornberg attended the Arizona State University College of Law and holds a Bachelors of Arts degree in History and Political Science from the University of Arizona. She worked at the Arizona State Senate as a Research Analyst for the Commerce and Economic Development Committee, and spent over 10 years in Washington, D.C. working on Legislative and Regulatory issues in a premier Government Affairs Firm for various fortune 500 companies and associations.
Melissa grew up in Arizona, and decided to return home to the West to be closer to her family. She resides in Phoenix, Arizona with her 2 dogs, and in her spare time, Ms. Hornberg enjoys hiking, music, skiing and volunteering with animal rescue organizations.
Says Melissa, “I love working at Bula because the health care industry, and pharmacy in particular, is dynamic and evolving. I value the opportunity to apply my legal and governmental affairs experience in a way that has real world applicability to my clients.
Madeline Eason serves as COO of Bula after a 30-year career in Corporate America that included serving as a Human Resources strategic business partner and C-suite executive coach with Ford Motor Company, Eastman Kodak, Bausch & Lomb and Xerox Corporation.
Prior to joining Bula, Ms. Eason was CEO of The Eason Group, a business advisory services company that specialized in driving business results in small to mid-sized companies by focusing on leadership development and operational efficiency. She is a graduate of the State University of New York at Brockport and holds a Bachelor of Arts degree in History. She is also a graduate of University of Michigan Global Leadership Program and Cornell University Global Executive Leadership Program.
Ms. Eason moved to Arizona in 2010 with her husband Jesse. They hale from New York by way of Michigan. Together they have 5 children and 11 grandchildren and currently reside in Scottsdale, Arizona.
In her free time, Ms. Eason enjoys woodworking in her garage and indulges her passion for international travel when the opportunity arises. She is always on the lookout for new adventures and always has a new, exciting destination in mind for her next trip.
She says, “I joined Bula because I recognize the important role pharmacies play in the recovery of health from an illness. As a child with a chronically ill parent, I vividly recall the trips to the pharmacy and our wonderful pharmacist. Bula is there to help pharmacists so they can spend their time helping their patients, and I’m proud to be part of that process.”
With 15 years’ experience in public policy and numerous leadership positions in Alaska state government under his belt, Jason Hooley brings a wealth of knowledge and experience to his role at Bula. He has held leadership positions with the Office of the Governor, Department of Health and Social Services, and served as a legislative aide early in his career.
As the Director of Boards and Commissions for Governor Sean Parnell, Mr. Hooley managed the process to recruit, vet, and appoint over 1,200 individuals to boards, councils, and judicial appointments. He has also managed numerous successful legislative projects, administered the citizens’ initiative process, developed a public records request system, and directed the regulation-adoption process of a 3,600 employee state agency.
Mr. Hooley’s career aspirations revolve around government serving its constituents well, and after extensive experience in public administration, he remain passionate in his mission to help private companies successfully navigate the sometimes treacherous regulatory waters. He earned a Bachelor of Arts in Psychology from Anderson University and is probably dreaming, at this very moment, of the next time he can stand waist-deep in a 40° river fishing for steelhead.
“I enjoy working at Bula because it allows me to do what matters most to me - empower private sector companies to work through - and succeed - in the various regulatory environments,” he says.
While pursuing his Anthropology degree at Auburn University, Bula legislative policy analyst Jeff Turner dreamed of a career excavating dinosaur bones and ancient artifacts. Now engaged in deep digging of a different kind, Mr. Turner has become the consummate political enthusiast, and can often times be found watching C-Span for fun on the weekends. His office is adorned with a political memorabilia collection that includes items such as the School House Rock “Bill” bobblehead (of “I’m Just a Bill” fame), official gold-plated U.S. Senate coasters and a framed, vintage Inauguration Pennant, just to name a few.
A native of Montgomery, Alabama, Mr. Turner moved to Phoenix, Arizona in 2004 where he worked as the Information Officer for the Arizona State Senate, answering phones and explaining the progression of bills to callers. He went on to serve as the Senate Committee Secretary for the next four years where he helped to run numerous standing committees. Later positions included the Arizona Capitol Times where he managed the legislative bill tracking web service, and also served as the web and social media coordinator.
In September of 2015 he joined Bula, where, in his words, he “came full circle” from the days of explaining the legislative process to people in easy to understand terms as the Senate Information Officer, allowing him to excel and put his experience to good use. Jeff says,"I feel lucky to do what I love as an occupation. I’m sure most people would rather read a phone book from front to back before reading a House or Senate bill, but I enjoy using my passion to help our clients.”
During her tenure, Vanessa Downs has immersed herself in many of the services Bula provides, including pharmacy compliance research and legislative and regulatory tracking to assist clients with complex pharmacy compliance issues. Her talents include analyzing and summarizing complicated legal language into an easy-to-follow format, process development, tracking legislation/ rulemaking/ policy and alerting clients of movement and intent of proposals.
Ms. Down holds an Associate’s Degree in Applied Science - Paralegal Studies and is currently working toward her Compliance Professional Compliance Officer certification (CPCO).
Ms. Downs and her husband are the proud parents of 5 children, 2 dogs, 3 fish and a turtle. She is a health and fitness enthusiast who fits in a 5 a.m. workout before starting her day at work. On the weekends she enjoys watching her children play in their competitive sports, Sunday football and meal prepping.
“Knowing that I can assist our clients by simplifying the complexity of regulatory changes into short comprehensive summaries adds to my day. I can’t express enough how much I enjoy doing the work that I do and knowing that I can analyze complex issues and provide our healthcare providers with the answers they need,” she says.
